First positive COVID-19 tests for athletes in Olympic Village

Two South African soccer players have become the first athletes inside the Olympic Village to test positive for COVID-19, with the Tokyo Games opening on Friday.

Organizers confirmed the positive tests on Sunday but didn’t identify the athletes other than to say they were non-Japanese. The South African Football Association later confirmed there were three COVID-19 cases in its delegation – two players and a video analyst.

The players were defender Thabiso Monyane and midfielder Kamohelo Mahlatsi, SAFA said.

The South African soccer squad had been quarantined and was waiting for the results of further tests conducted on players and backroom staff on Sunday, team manager Mxolisi Sibam said in a statement.

South Africa is due to play Japan in its first game of the men’s soccer competition on Thursday at Tokyo Stadium.

Six athletes and two staff members from the Great Britain athletics team are self-isolating after being identified as close contacts of an individual who subsequently tested positive for COVID-19, the British Olympic Association announced Sunday.

Organizers also said Sunday that another athlete had tested positive but this person was not residing in the Olympic Village. This athlete was also identified as “non-Japanese.”

Also on Sunday, the first International Olympic Committee member was reported as positive. He recorded a positive test on Saturday upon entering a Tokyo airport.

The International Olympic Committee confirmed the test and identified him as Ryu Seung-min of South Korea. He won an Olympic gold medal in table tennis in the 2004 Olympics.

He was reportedly being held in isolation. Reports said he was asymptomatic.

IOC President Thomas Bach said last week there was “zero” risk of athletes in the village passing on the virus to Japanese or other residents of the village.

Former distance runner Tegla Loroupe, the chief of mission of the IOC’s Refugee Olympic Team, has tested positive for COVID-19, two people with knowledge of her condition have told The Associated Press.

Loroupe tested positive before the team was to depart its Doha, Qatar, training base for Tokyo. The team has delayed its arrival in Tokyo and many are expected to start arriving in the next few days.

Loroupe is expected to stay behind, according to the sources, who requested anonymity because they weren’t authorized to reveal medical information.

Organizers say since July 1, 55 people linked to the Olympics have reported positive tests. This figure does not include athletes or others who may have arrived for training camps but are not yet under the “jurisdiction” of the organizing committee.

The Olympic Village on Tokyo Bay will house 11,000 Olympic athletes and thousands of support staff.

Tokyo reported 1,008 new COVID-19 cases on Sunday, the 29th straight day that cases were higher than seven days previously. It was also the fifth straight day with more than 1,000 cases reported.

The Olympics will open on Friday under a state of emergency in Tokyo and three neighbouring prefectures. The emergency order lasts until Aug. 22. The Olympics close on Aug. 8.

Fans – local and those from abroad – have been banned for all Olympic events in Tokyo and the three neighbouring prefectures. A few outlying venues may allow a smattering of local fans.

About 200 protesters gathered on Sunday outside Shinjuku station in central Tokyo, waving signs that read “No Olympics.” It was the latest in a series of small protests over the last few months targeting the Games.

“We are not only protesting the Olympics,” protester Karoi Todo told The Associated Press. “We are opposing the government overall _ this is ignoring human rights and our right to life. Infections are increasing. To do the Olympics is unforgivable.”

Keigo Oyamada, a Japanese composer whose music is part of Friday’s opening ceremony, has apologized for bullying a classmate when he was a child.

The reports of the abuse of a child with disabilities surfaced in Japanese media and sparked a backlash on social media. There has been a call for his resignation from the opening ceremony production.

Man found with gunshot wounds near Lake Shore Boulevard and Royal York Road

Toronto police are investigating after a man was found with gunshot wounds near the lakefront Sunday.

Police said they were called to the Lake Shore Boulevard and Royal York Road area at around 4:27 p.m. for a report of a shooting.

Investigators said a man with “obvious signs of the trauma” was found lying on the ground in the vicinity.

Paramedics said the man has gunshot wounds and has been transported to a local hospital.

No other information has been released by the police.

Anyone with information is asked to contact the police directly. Tips can also be left anonymously with Crime Stoppers.

Canada aiming to allow vaccinated Americans into country by mid-August: PM to premiers

Prime Minister Justin Trudeau says the federal government is aiming to allow fully vaccinated U.S. citizens and permanent residents into Canada by mid-August.

Trudeau also says he told the premiers by phone that if the current vaccination rate remains on its current trajectory, fully vaccinated travellers from around the world could be arriving by early September.

The Prime Minister’s Office broke the news in a readout from today’s COVID-19 call with the premiers and Intergovernmental Affairs Minister Dominic LeBlanc.

“The prime minister noted that, if our current positive path of vaccination rate and public health conditions continue, Canada would be in a position to welcome fully vaccinated travellers from all countries by early September,” it reads.

“He noted the ongoing discussions with the United States on reopening plans, and indicated that we could expect to start allowing fully vaccinated U.S. citizens and permanent residents into Canada as of mid-August for non-essential travel.”

Trudeau also boasted Canada is leading the G20 countries in vaccination rates, with 80 per cent of eligible Canadians having received at least one vaccine dose. More than half are fully vaccinated, Trudeau said.

Pressure has been mounting on the federal government to continue to ease the restrictions at the border, which have been in effect since March of last year.

But as Trudeau is widely believed to be on his way to triggering a federal election campaign, the timing of reopening the border could be a factor in his thinking.

The reopening process has already begun: last week, the Canada Border Services Agency began exempting fully vaccinated Canadian citizens and permanent residents from a 14-day quarantine requirement.

The restrictions, imposed by mutual agreement in March of last year as the pandemic began to hit hard, have been renewed on a monthly basis ever since. They are next set to expire on Wednesday.

“The prime minister indicated that ministers would share more details on these plans early next week,” the readout says.

It also says the first ministers expressed support for reopening, provided the process is accompanied by “clarity and predictability.”

They also discussed working “collaboratively” on some sort of vaccine credential and system to “enable Canadians to travel internationally with confidence.”

Peel Region launching ‘Pfizer Fridays’ to reach those unwilling to mix vaccines

Peel Region health officials are trying to reach people who are unwilling to mix-and-match COVID-19 vaccine doses with a new initiative called ‘Pfizer Fridays.’

“As supply improves, we are going to start offering special dose days to ensure that those who are delaying protection on the basis of brand and not science can access protection,” said Dr. Lawrence Loh, Medical Officer of Health in Peel Region.

The event will see all mass vaccination clinics in Peel offering Pfizer vaccines on certain Fridays, beginning on July 16.

The push comes amid mass confusion over mixing doses. The increasing hesitancy has been fueled by comments from an official at the World Health Organization earlier this week, that were largely taken out of context.

Canadian officials continue to insist that it is safe to mix Pfizer and Moderna COVID-19 vaccines, as the products use the same mRNA technology.

“I want to be very clear that this is supporting brand as opposed to science,” said Loh. “Otherwise I encourage everyone to remember that the products are equivalent, and I thank you for getting two doses of any product as quickly as possible.”

The ‘Pfizer Friday’ shots will be available by appointment only. Bookings can be made through the province’s online portal.

Nearly two million vaccine doses have been administered in Peel, with 79 per cent of eligible residents having received at least one dose, while 54 per cent are fully vaccinated.

The region will continue to host special dose days when supply permits.

Toronto teen dead, 4 others injured after Muskoka boat crash

Two people are dead including a 13-year-old girl from Toronto, and four others are injured after two boats carrying a total of six people collided on Lake Rosseau near Muskoka’s Windermere Marina.

Bracebridge Ontario Provincial Police received multiple 911 calls around 7:40 p.m. on Wednesday, with witnesses describing seeing several people in the water.

Muskoka EMS, Muskoka Lakes Fire Department, the OPP Marine Unit, the OPP Underwater Search and Recovery Unit and the OPP Aviation Unit also responded.

Four people were pulled from the water and rushed to hospital. A woman, who police said is from the Toronto area, was later airlifted to a hospital in that region with life-threatening injuries. The other three people have since been released from hospital.

The OPP said the 13-year-old was pronounced dead at the scene.

Provincial police said the body of a 51-year-old woman from Oakville was recovered around 4 p.m. Thursday. She has been identified as Donna Wiley.

Police said three people were on each of the two motorized boats.

Ontario officially enters Step 3 of reopening plan

As of midnight on July 16, Ontario has officially entered Step 3 of their COVID-19 economic reopening plan, meaning indoor dining and gyms will reopen and capacity limits increase for multiple sectors.

Indoor dining is reopened with no capacity limits, just distancing between tables while gyms, movie theatres, museums and zoos will be at 50 per cent capacity.

Outdoor non-seated events, like concerts, theaters and sports facilities, will be allowed to have up to 5,000 people while seated events will be allowed to have 15,000 attendees. There will be no restrictions on retail stores or personal care services.

The province will remain in Step 3 for at least 21 days and until 80 per cent of the eligible population has received at least one dose of a COVID-19 vaccine and 75 per cent are fully vaccinated, with no public health unit having less than 70 per cent of their population fully vaccinated.

At that time if public health indicators remain stable, the vast majority of public health and workplace safety measures will be lifted including capacity limits and limits on social gatherings.

Under Step 3, Indoor event capacity will be at 50 per cent to a maximum of 1,000 people.

Gatherings and organized public events can now be up to 25 people indoors and 100 people outdoors. For religious services and ceremonies, there will be no limit, but social distancing and other measures will be in effect.

Cinemas, museums, aquariums, zoos, landmarks, botanical gardens, science centres, casinos, bingo halls, amusement parks, fairs, rural exhibitions, festivals will have a capacity of 50 per cent indoors and 75 per cent outdoors.

The province entered Step 3, five days earlier than originally planned. Ontario entered Step 2 early as well on June 30, two days earlier than scheduled, apart from the Waterloo region entered Step 2 on Monday.

Federal government says it is still reviewing request for TFC, CF Montreal to play in Canada

Though Major League Soccer and its Canadian clubs announced that Toronto FC and CF Montreal had been given the green light to play home matches in Canada as early as this weekend, the Immigration Minister said no exemption from quarantine has been provided to the MLS at this time.

In a statement, Marco Mendicino said they are currently reviewing MLS COVID-19 protocols with provincial and municipal public health officials, but a National Interest Exemption has not been granted.

Mendicino noted that fully vaccinated travellers that have valid work permits, including foreign professional athletes, are not required to quarantine for 14 days.

Earlier on Wednesday, MLS announced that TFC and CF Montreal would be able to host matches in their home cities, although with a limited number of fans. The squads of Montreal and Toronto returned home last week after the federal government loosened pandemic-related border restrictions for fully vaccinated travellers.

The request from MLS and the Canadian clubs was to have Toronto host Orlando City on Saturday and the New York Red Bulls next Wednesday at BMO Field while Montreal would entertain FC Cincinnati on Saturday at Saputo Stadium.

TFC finished out last season in East Hartford, Conn., and started this year in Orlando. Montreal shifted its base of operation to Harrison, N.Y., last year and Fort Lauderdale, Fla., this year. The Vancouver Whitecaps set up shop in Portland and Utah, respectively.

“During this temporary window, Vancouver Whitecaps FC will host their home matches on July 17 and July 20 at Rio Tinto Stadium (in Sandy, Utah) as conversations continue with the Canadian government regarding the three Canadian teams hosting future home matches in Canada,” MLS said in a statement.

A TFC spokesman said the club aimed to have 7,000 at BMO Field Saturday and 15,000 next week, with Saturday’s crowd made up of front-line health-care workers, first responders and season seat members. Montreal looks to host 5,000 fans at Saputo Stadium should the league and teams get permission to return.

Dundas name to be removed from Toronto streets, other public amenities

Dundas Street as well as other public amenities bearing the name will be renamed after Toronto city council voted 17-7 to move forward with public consultation on a new name.

The street is named after Scottish minister Henry Dundas, who never stepped foot in Toronto and is infamous for playing a key role in delaying the abolition of the British empire’s transatlantic slave trade.

The decision comes following a petition launched by a Toronto man in June of 2020, following global discussions of anti-Black racism in the wake of the death of George Floyd in Minneapolis.

Andrew Louchhead said at the time that Dundas’ legacy is “highly problematic” and hoped the petition would not only lead to changing the name of one of the city’s main arteries, but also start a conversation about who the city honours with street names and monuments. The petition has over 14,000 signatures to date.

In response, the city decided to review the issue in July, 2020. Last week, the mayor’s executive committee approved the renaming of the street based on a city staff report recommending a name change of the street and other civic assets.

The report estimates the cost of re-branding all civic assets bearing the “Dundas” name at close to $6 million dollars.

Following public input, a new name will be chosen in April 2022. The move includes city landmarks like Yonge-Dundas Square and Dundas subway station.
